福寿草咲く！

山の手温泉の植え込みに咲き始めました。支配人は1Week咲くのが早いかな？と嬉しそう・・でした。

福寿草は元日草とも呼ばれ春一番で咲く花として昔から縁起の良い植物として大切にされてきました。

街センで3/4開催され皆さんと一緒にお勉強して来ました。参加の皆さんお疲れ様でした・・。

今日は嫌煙の日・・またもやロシアからアクセス多数

嫌煙の日は１９７８（昭和５３）年、東京・四谷で「嫌煙権確立をめざす人々の会」が設立された。本格的な嫌煙運動がスタートした日だそう。

さて、プーチン大統領訪日の前後してロシアからこのブログへのアクセスが異常に多かったが、この数日再び上昇気味です。数日前にロシアとの観光レベルでの交流促進案が事務レベルで進んでいるとの報道があったばかりなのでロシアからのリサーチロボットが函館についてアクセスしてきたのだろうか？

地域おこし協力隊の苦戦

地域おこしと都会の人材移住、交流やマッチングビジネスを狙う政策だが上手くいっていない地域が70％ともいわれている。

この八雲町の詳しい事情は分からないが人材が集まらないのは雇用改善ではなくって目標達成に対して待遇が整っていないミスマッチがあると思うし、地域おこし協力隊という外部人材でなければ補助金が出ないのか？そして3年雇用なのか？こんな制度を作った国にも問題がある。

各地で成功例は無いわけでは無いが本人の技量・人脈で乗り越えたり受け入れ先の支援があったのが成果を生んだのだろう。ところで絞り込みに苦労したという八雲町の前任隊員達はどこへ行ったのだろうか・？　FBでも議論してみた・・

協力隊というなら少なくとも倍の6年保障は最低ラインであり、ある程度の予算と権限は付与すべきだ。ご機嫌取りで使い捨ての制度は税金の無駄遣いであり地域の人材教育にあまり役立たない。北海道では協力隊の起業ガイドの手引きを作製しているが・・。

今日は玉の輿の日

暦では一番寒い日ですが・・玉の輿の日でもあるそうです。９０５（明治３８）年のこの日、祇園の芸妓お雪が、アメリカの金融財閥モルガン商会の創始者のおい、ジョージ・モルガンと国際結婚した。落籍料は当時のお金で４万円（小学校教員の初任給が１２〜１３円）だった。

禁煙じゃなく卒煙

男は8の倍数で体調が変わる・・つまり機能低下、病や老化が変速機のように進むといいます。

僕も56才で原因不明の難聴と逆流性食道炎になり、昨年から肩関節炎と膝関節炎、頭痛・・

最近は肩関節炎に肋間神経痛も加わり、運動している以外は辛いもので通院、薬代もかかります。

あと何年生きるかはわかりませんがタバコと相性の悪い脳疾患、心疾患はいやですよね。

ですから、タバコを卒業することにしました。

吸い始めの動機は大蔵省勤務の親を持つ友達から誘われてです・・(笑）

入煙が1966年ですから50年。ベテランスモーカー(&優良納税者)でした・・。

吸う数は〜20本/dayなので横綱クラスではありませんが、いちおう、美味しく格好良く吸う・・

「スモー家」でしたね。やめ方は減数式で今年の夏から10本/日を厳守し、10月から5本/日・・・

という具合でゼロ後も禁断症状は出ますが生活リズムを変えたり口寂しい時はガム・チョコなど

嗜好品でカバーします。

さて近年は、禁煙というと電子タバコ、禁煙グッズが活況を呈しているようですが、禁煙の禁

は「タバコは悪だ」という医学的にも社会意識が強い背景があるなか悪と言われます。

なら・・製造販売も悪のはずですですがね。

タバコは依存が高いニコチン中毒、美味しくのんでます・・というかたには病が

なければ依存を切ることはできません。

タバコが悪なのはニコチンの中毒性よりも吸うと精製するタールがもたらす発がん物質の悪影響。

禁煙

禁破りは罪である・・禁煙は自己否定ですから再開したら大ショックです。

卒煙は喫煙、過去を肯定して未来志向なので再開は少ないそう。

喫煙を肯定している点がプレッシャーが少ないから成功率が高いようです。

朝、昼の珈琲タイムに紫煙をくぐらせる、どこでもあった喫茶の風景・・・

懐かしい至福シーンは想い出に・・20年後は間違い無く禁断シーン(◎-◎;)

日ロ首脳会談。ロシアからのアクセスが急増！!

プーチン大統領、安倍首相会談を前に急増中です。ついに今日はこのblogビューのトップに躍り出ました。
函館とロシアは1780年代から友好関係が深く1997年には日露首脳会談を開催するにあたり函館も候補に挙げて欲しいという声も国会で鈴木宗男開発庁長官、金田誠一議員からあった。

堤防拡幅かさ上げも必要だが遊水機能が肝心です。

函館近郊も降雨が襲いました。ちなみに8/30は暴風を伴った雨でした。
